Who We Are

The Outgrower and
Value Chain Fund (OVCF)

The Outgrower and Value Chain Fund (OVCF) is a refinancing facility for providing finance for medium and long-term agricultural activities of not less than three (3) years.  It is thus designed to fill a gap in agricultural financing and complement the existing products in the financial market. Under the OVCF, all the credit risks along the value chains are absorbed by the banks (financial operators).

Objectives
  • OVCF aims to reduce rural poverty through the creation of jobs along agricultural value chains and hence the generation of income for the rural folks.
  • Provide improved access to medium to long-term financing if investments by small-scale farmers and Technical Operators (TOs), e.g. processors, exporters, aggregators, bulk buyers.
  • Contribute to the development of out-grower schemes.
  • Integrate small-holder farmers into commercial agricultural development in inclusive business models.
Fund Management Team

The FMT is recruited on a competitive basis (with the exception of the M&E specialist) and operates under a consultant services contract with MoFA.
The Fund Management Team is composed at minima of:

  • The Fund Manager
  • An M&E Specialist seconded by MoFA (Deputy Fund Manager)
  • An Agronomist
  • An E&S Officer
  • A Financial Analyst
  • An Office Administrator (Secretary with an accounting background)

The Ministry of Food and Agriculture (MoFA) is the lead agency and focal point of the Government of Ghana, responsible for developing and executing policies and strategies for the agriculture sector within the context of a coordinated national socio-economic growth and development agenda. By means of a sector-wide approach, the Ministry’s plans and programmes are developed, coordinated and implemented through policy and strategy frameworks. In this regard, MoFA facilitated the preparation of the Food and Agriculture Sector Development Policy (FASDEP II) and the Medium Term Agriculture Sector Investment Plan (METASIP 2010-15).
